Non-Public Areas on the UCCS Campus
Definition
UCCS defines non-public areas as any part of university property that is not freely accessible to the public and requires express permission, institutional clearance, or legal authority for entry.
Examples of Non-Public Areas on Campus
The following areas are designated as non-public at UCCS:
- Administrative offices not open to the public or student walk-in access, such as faculty or staff offices without public-facing services.
- Secured UCCS Police Department spaces, including dispatch, holding areas, evidence storage, and restricted administrative offices.
- Maintenance and utility spaces, such as mechanical rooms, electrical panels, service tunnels, and any areas designated as restricted by UCCS Facilities Services.
- Student housing areas, including residence halls and suite/apartment interiors.
- Laboratories and research facilities, particularly those involving restricted access, sensitive data, or hazardous materials.
- Rooms containing sensitive IT infrastructure, including server rooms, network operations centers, telecommunications closets, and workspaces managed by the UCCS Office of Information Technology (OIT).
- Health and counseling centers, such as exam rooms, therapy offices, or other private treatment spaces.
- Any other location that is not open to the public, indicated by restricted signage, badge-only access, keypad entry, or similar physical security controls
Legal Access Requirements
Any request for access to these non-public areas must be supported by appropriate legal authority, such as a judicial warrant, subpoena, or court order issued by a federal judge or magistrate. This applies to all individuals, agencies, or entities seeking access to restricted campus spaces.
Procedures for Access Requests
If any department or employee receives a request to access a non-public area, they must:
- Immediately notify the UCCS Police Department and the Office of University Counsel.
- Request and review the legal documentation presented.
- Do not grant access unless valid legal authority is confirmed.
- Document the request and response according to established university procedures.
